With Siberia roasting in a heatwave, the mystery passenger was flown onto a beach on the Tom River in Novokuznetsk. Stunned sunbathers watched as she emerged wearing only a slinky bikini, paraded some distance along the sand, before signaling to her air chauffeur that he may now leave.
She then calmly lay down on the sand and soaked in the sun. The unnamed woman paid no attention to the surprised onlookers - but footage of her grand entrance in the Robinson R44 chopper reached prosecutors who were not amused.
Novokuznetsk Transport chief prosecutor Sergey Akulov warned: 'Flights at such an altitude should be agreed with the air navigation authorities of Western Siberia and should be controlled. These are the Russian Federal Aviation rules. That flight was not agreed.

'The helicopter landed right near people who were resting on the beach, causing danger. The pilot and the owner should be given an administrative charge for rule violations. The passenger will not be charged with anything.'
The owner of the helicopter - when identified - is likely to pay a fine from 2,000 to 5,000 roubles ($59 and $148 respectively). Given such flying machines cost around $447,000, he - or she - can probably afford it.
Some local media reported that the helicopter flew from another city in the region. Transport prosecutors said they are investigating the case and will publish results of their investigation shortly.
