Russia's Investigative Committee has opened a probe into evidence of grotesque child abuse and the Kremlin's ombudsman for children demanded local officials are held responsible for scenes which many would find impossible to view.

The director of orphanage has been fired and his deputies suspended, it was reported. 

Two staff at the orphanage in Amur region - both believed to be in their teens - are being investigated for torture over the footage which raises deep questions over the way children are cared for in orphanages at a time when a ban has been placed on adoptions of orphans by Americans.

Seven partially clothed boys are shown lined up against a wall as the cruel 'carer' calls them forward for punishment. Grabbing them by the arm, she repeatedly and viciously lashes them, ignoring their screams of agony. She also kicks the children. The bodies of the boys were later found to be covered with lash marks.

The 'carer' shown in the footage is aged 17 and was herself an orphan in another orphanage, it is believed.  She is smiling and smirking while beating the children. The horrific scenes are from the Mazanovsky orphanage in the village of Pionersky, in Amur region. 

Some staff at the orphanage, which houses 129 needy children, complain that their warnings about beatings of children were earlier ignored. It is unclear why they did not call the police. Others claimed they only heard of the abuse from police after investigations began into the sickening footage. 

One member of staff challenged the bullying 'carer' shown in the video and was told: 'I was beaten in the orphanage, and I'm going to beat them too'.

The is understood the teenager seen inflicting the punishment - with no senior member of the orphanage staff in sight - has been detained along with another 'carer' accused of cruelty. 

'The state represented by the regional government did not see, and has not noticed the moment, when instead of educating the children, they began to destroy their psyches. The regional authorities have to take responsibility for this', said children's ombudsman Pavel Astakhov.

'Cruelty and violence among children is a scary and dangerous trend, which the whole world must battle, uniting the efforts of society and the government'.

These images made me sick. It is not just Russia, it is endemic in all countries. However, WHY are these children not under the protection of the State? I love Russia and it’s people. They were our greatest allies in WW2. Without Russia, WW2 would have raged on in Europe. General Zhukov is the greatest general to ever have lived and that sentiment comes from every military power in the world... especially America and Britian. Can you great people of Russia, with the means to do so, PLEASE intervene on behalf of your children?? I live in America and if I had the resources, I would help these children by getting them out of there. OMG... someone has to act! Please... this is egregious!

I think to use this video as an excuse to call Russia uncivilized is unfair, this can happen anywhere, and does. The foster care systems in America and Canada are both riddled with abuse. Child abuse does not discriminate and there are victims AND perpetrators of all races and nationalities.

im looking forward to raising beautiful boys esp those who can take down powergrids during stressful situations. not pyromaniacal or anything freakishly voldemort-ish, but that could be b-mod as well. east siberia seems a nice place to operate a fantasy orphanage, yes?

This female needs to be thrown in prison to have the "criminals " deal with her.

Even hardened criminals don't put up with abuse and cruelty to children.

I could not watch this without crying. I want to gather those children into my arms and hug

Them until the hurt and pain leaves their bodies.

A civilised society..... not always.

Does anyone have an update on this?

For the god damn sake!!! If i know this woman in person i will whack the hell her out of her f**** face! what you have hurt is a child mind you....... Is really ashamed to see those care taker taking and thrash out the anger for FUN on the child!!!! Can somebody do something about it???

Is there an update on this? Or has Putin stopped it from happening because he really doesn't care to highlight the cruelty under his government that Russian children are subjected to...& then this is the same person that doesn't want to allow outside countries to adopt homeless & orphaned children. Now give us the update "Siberian Times" or are you as well made silent by your leader & government. I will keep checking up for an update!

Who are you , people? So ignorant to call Russia a civilized country? Are you in sane? Read history and see what that counrty made of and how that counrty treated their own people. how many child murderes are there?what is really sad -no one has a right to interfere! They should ave sterilized alcoholic mothers there in order not to have children born with horrible birth defects6

It is a shameful thing that humans can do these things to other humans, especially helpless children. They are in the care of others, put there not by their choice, but yet they are abused and neglected and it is allowed to happen. What is wrong with the people there? Have they no compassion, morals, love? Unbelievable. I treat my fish better then these poor children are treated. It can be stopped. It should be stopped. The parents, government officials and caregivers should be treated as such and then maybe they would know what it felt like and would change

These caregivers have been brutalized by the system, it shows what an appaling system it really is. No one to comfort these poor poor little boys it makes me want to scream! Foster care is the only way forward but why should they when they only have to spend approx £0.01 per day per child. Think of all the money that is in Russia??

Civilised country?? Far from it!!
Hopefully, the children are in better hands by now; an update of their situation would be very welcome..
