Not enough snow in Siberia?

Medical students witnessing the spectacle joked about why snow was being shovelled onto the street sides. 

Female: In Omsk, everything is vice versa. (Laughs)

They weren't the only locals puzzled by the new tactic of the snow clearance team.

But there was method in this madness. The earlier snow removal had put in jeopardy around a thousand perennial flowers planted on the side of Lenina Street. 

Coming temperatures of minus 20C would see the flowers die.
