Siberian 'Jack the Ripper' to stand trial 'for killing 19 prostitutes' in Novosibirsk

Sophisticated DNA matching was used to bring the case against 52 year old Evgeny Chuplinsky, an ex-cop who later worked as a taxi driver before going into the construction business. 

At first the father of two teenage daughters - and husband of a highly-acclaimed local dentist aged around 40 - had confessed to the gruesome alleged killings, saying sex workers are 'bad for society'.

Described as a 'good family man', he later retracted, telling investigators: 'I am not Winnie the Pooh - but also very far from being a monster.'

He is accused of a reign of terror that dating back almost two decades, to the period just before he married.

He drove women to deserted areas of the city or its suburbs, where he killed and dismembered his victims, it is alleged. 

Nicknamed 'Siberian Jack the Ripper', he allegedly cut off the breasts of his victims, and severed their heads. 

The women disappeared from an area known as 'drunken road, a pick-up place for prostitutes. 

His alleged crimes began while he still worked for the police, and body parts were found during the years 1998 to 2006, but it is claimed he was active as a serial killer for only the years 1998 to 2000.

His wife - who he married in early 2000 - was quoted by NGS Novosti saying: 'You must understand that a maniac cannot change his nature. 

'It is completely normal, that a person like this cannot suddenly become normal.'

Neighbours and friends of the well-to-do couple are said to be in 'disbelief' that he could be the serial killer. 

The mutilated bodies of some victims - many left unrecognisable - had 'satanic signs' carved on them with a knife, and symbols were also found on wooden boards at one crime scene. 

He later told investigators that he deliberately sought to mislead police with the satanic signs. 

He also claimed that at this time in his life he had associated with prostitutes, and this explained why his DNA was found on their bodies. 

'Of course, there is nothing to be proud of, but before I retired in 2003 I had been actively communicating with prostitutes on the 'drunken road' with whom I'd built good relationships,' he said, according to Komsomolskaya Pravda.

'This happened quite often.' 

He said: 'I was in close touch with prostitutes who were working on my patrol route. It was about getting information about different crimes and offences. I used their knowledge. With their assistance I solved crimes and detained drunk drivers.'

'Sometimes I let drivers go for a bribe, it's a sin of course. I was protecting them from physical harassment.'

He said: 'I am not Winnie the Pooh - but also very far from being a monster.' 

If convicted, he will be the second ex-policeman serial killer in Siberia in recent years who claimed to be targeting prostitutes or young women whose morals he judged to be 'loose'.

Mikhail Popkov, from Angarsk in Irkutsk region, known as The Werewolf, was in 2015 convicted of killing 22 women, but has since confessed to murdering another 60, for which he is expected to stand trial this year. He routinely raped his victims before murdering them with axes, knives and screwdrivers. He wanted to 'cleanse the streets of prostitutes'. His total of 82 makes him one of the world's worst known serial killers. 

Another Novosibirsk killer, Andrey Ivanov, 40, also a taxi driver, was convicted last year of killing four women. He also claimed to target prostitutes. 

In the Chuplinsky case, investigators checked some 5,000 men, and interrogated more than 8,000 people in their quest to find the killer. 

Investigation sources say DNA samples at the scene matched Chuplinsky, who was one of the men checked during the 'exhaustive' search. 

Psychological checks found him to be sane. 

The case against him runs to more than 60 volumes. 

At one point, he admitted his guilt and assisted investigators at crime scenes, before retracting his confessions. Neighbours have expressed shock and surprise at his arrest.

The couple lived in an elite block on Rimskogo-Korsakova Street near the centre of Novosibirsk. 

One, Ivan, told a local newspaper: 'He was a calm man, got on well with everyone. 

'There was a girl who tried to commit suicide, jump out of the window. 

'He spent, perhaps, half an hour talking to her, convincing her. 

'She had a broken heart. He was talking to her, telling her she was too young and it wasn't worth it. 

'In the end she listened to him.' Head of the community, Yekaterina Belonog, said that Chuplinsky was involved in community activities. 

'He was one of the most active members of our community,' she said. 

'He was kind, attentive, and never caused any negative feelings.  

'He tried to leave that flat for the last two years, giving different reasons as to why he wanted to move out, although they had an excellent apartment.

'I don't know if he had some character traits  we didn't know about...

'But if I was mother of any of these (dead) girls, whatever job they did, I would have strangled him right by the court building with my own hands.'
